Difference Between HRM and Personnel management

Management is an essential factor for all businesses, with the aim of encouraging and supporting every member to accomplish intended goals and objectives by using the given resources. Two important branches of management include personal and human resource. While both have their own importance, the scale at which both terms will be applied can differ significantly.

Personal management solely focuses on clear cut contractual obligations between an organisation and its employees. The workers will be assigned various tasks according to their job specifications, and will be given full command in managing those duties. Human resource management on the other hand, deals with a broad scope or vision which is to promote equality among the employees and integrate all members of the staff to work on defined business goals.

In personnel management people will be given power according to their position in the company (personal management) but their actions will be regulated in order to meet fulfill organization’s vision, goals and culture (HRM). HRM in turn focuses on bottom-up approach, where information is delivered and decisions are taken at several levels but the final call rests with the top management.

While both tools will have their own scope, they cannot be used interchangeably and must be applied individually for the betterment of the company.

The growth horizon in personal management is relatively pre-defined or strict such as fixed promotional policies. However, HRM will not be bounded by grades and ranks and will look to facilitate each individual by defining broad job responsibilities.

    Personnel management

    Personal management can be perceived as reactive. A company will hire employees and pay them according to their contractual agreement. There is little room for modifications and compromises as the concerns and demands are catered there and then. The activities will be more or less administrative in nature.

    A leader will have the task of ensuring harmony among his or her team members and the completion of a certain task within a time limit. Their immediate concerns will be to work as a mediator between the higher management and the lower management, with the aim of self satisfaction.

    HRM deals with the overall resources of the company and with purpose of satisfying everyone within an organization. It further does not incorporate any defined rules but takes a proactive approach, where continued efforts are taken to improve the operations, strategic and management side of the company.
