    Determine outdoor or indoor

The first thing you need to do, is to determine whether you want an outdoor or indoor paintball park.

This is because, having an outdoor park, will leave you at the mercy of the weather, but it will help you save a significant amount of money in the process. With you not having to build an indoor structure, you could spend a lot of money elsewhere.

However, the money you save, could fail to do much if the weather decides to take its toll. As a result, you need to figure out the trade offs and the cost benefits of both, before you decide just what to do.

The next thing you need to do is get permits, so that there are no issues with the government or the local bodies, with what you are setting out to do. Failing to get permit early on could result in you never getting permission to open up your park.
