Take a large serving bowl and place 9 cups of thinly sliced peeled cucumbers in it.
Top the cucumber slices with 8 thinly sliced green onions, ¼ teaspoon of onion salt, ¼ teaspoon of garlic salt, and ¼ teaspoon of pepper. Take a large spoon and mix these ingredients well. Set it aside at room temperature for some time.
Grab another medium mixing bowl and add in ½ cup of plain yogurt, ½ cup of reduced-fat mayonnaise, ¼ cup of sugar, ¼ cup of evaporated milk, ¼ cup of cider vinegar and 2 drops of hot pepper sauce. Pick a large spoon and mix the ingredients well.
Now, pour this mixture over the cucumber mixture and blend them thoroughly.
Cover the Creamy Cucumber Salad with a plastic wrapping and place it in a refrigerator for approximately 4 hours in order to marinate it completely.
