Take a medium sized saucepan and combine equal parts of whole milk and water in it.
Set the saucepan on the stove, on medium high heat, and heat until it is just about to boil.
Add quick oats to the boiling milk and water mixture, stirring continuously, and return to a near boil.
Now, reduce the heat and allow the oats to simmer for about 5 minutes, scraping the oats up and away from the bottom and sides of the pan frequently.
Once the oats are done, remove the saucepan from the heat and stir in brown sugar and cinnamon powder.
Now, add one cup of heavy cream or half and half cream (whichever is easily available) and stir thoroughly until you get an even and creamy consistency.
Taste the mixture, adjust the brown sugar and cinnamon, and then divide the oatmeal mixture between three bowls.
Add another dollop of cream and sprinkle a dash of cinnamon powder on top of each serving.
To enhance the taste of your cinnamon sugar oatmeal, add fresh or dried fruit to it.
Garnish each bowl with thinly sliced bananas and quartered strawberries, and serve warm.
